The conversion of highways to toll roads is wrong for the following reasons:
-There
is no TxDOT revenue shortfall. Gasoline tax revenue has increased 178% after
adjustment for inflation since 1980 while the population has only increased 50%
-This
unethical legislation allows TxDOT to repossess highways we have already paid for in
full. This is literally nothing less than highway robbery
-At the average toll rate of 15 cents per mile, a toll-tax is equivalent to a $3 increase in the
gasoline tax per gallon pushing gasoline prices to $5 per gallon. This is an excessive tax!
-The Toll Road authority can raise the toll-tax on us at any time without popular public
approval.
-Building more roads rather than other transportation projects will not alleviate traffic
congestion but will accentuate it. It is equivalent to loosening your belt in an attempt

-Contrary to what TxDOT has been saying, for the eight county Houston area, the current
Transportation Code allows for the diversion of toll-tax revenue away from the road where it
is collected. ( See Chapter 284 Statutes ) This is because Senate Bill 1463 was
passed with similar language to HB 3588, but did not have the restriction of toll
revenue use for the roadway where it was collected.
-TxDOT strategy is to limit the non-tolled options available to you. This revenue
first rather than transportation first mentality is wrong for Texans. This approach was
made apparent with TxDOT's attempt to convert SH249 to a toll road with the planned
NW Corridor less than two miles away and parallel to SH249. The NW Corridor will not
receive sufficient toll revenue if SH249 remains free.
-Toll
roads reduce mobility in the region by limiting access to the road and creating
greater congestion off the road. This is in violation of the requirements of the legislation
which state that mobility must be increased.
-Toll roads are not the most economically feasible plan as required by the legislation
since erecting toll plazas and planning will cost more than other taxation models.
-The Republican Party Platform has called for the repeal of HB3588 and Governor Perry
and our Republican legislators should follow their party's wishes.
